It is relevant if parking on a hill or incline. Using the parking brake first ensures that there is no pressure on the part of the transmission that keeps it in Park. It can be difficult at times when on a hill to get out of Park if you place it in Park and allow the car to move before setting the parking brake. This was on Click and Clack just a couple of weeks ago.
