spend the money and get a good one. $50-100 at Sears on sale. take care of it and it will last 20 years. Keep the case, always set the torque on the wrench back to zero after you use it, keeps the calibration longer. Don't use it to remove the wheel bolts, you really don't need it to put them on either...
the two items you mentioned, torque wheels and the drain plug don't really need the torque wrench.
the wheels use a 19mm or 3/4 inch socket. use a 1/2 socket and get an 18" breaker bar. Body weight to break them or torque them is perfect.
the drain plug should be a 13mm. some were 15 or 17 and were later changed to 13mm to keep gorillas from wrenching them too hard. the message is snug plus a little bit more (very little bit...) is perfect. *always* use a new washer and you will have no issues. if your drain plug is not a 13mm, or is rounded, get a new 13mm one. ALWAYS use a SIX point socket on it, it will then last as long as you have the car.
