Just because a current generation SI engine CAN run on E85 doesn't mean that it is optimized to do so--a fact the article conveniently forgot to mention.

An engine built to truly run E85 (meaning that it can no longer run on gasoline or low blend mixes like E10) can easily be much MORE efficient at converting energy than a current gasoline SI engine running on gasoline.

Complaining that a current gasoline engine gets poor fuel economy when running ethanol is similar to someone in the early 1900's complaining that his horse got sick and couldn't pull the carriage as well when he fed the horse gasoline. That's a bit of an exaggeration but the technology to efficiently burn ethanol is different than the technology to efficiently burn gasoline.

GM needs all the help it can get right now and the fact that they found a loophole through making some material changes to a current design is good for them.

This is a case of Catch 22 and using subsidies to jumpstart the demand side is not necessarily a bad thing.

Dean, I don't mean to be harsh or abrasive and I enjoy ordering parts from you because you're the best game in town (hopefully you'll still sell to me. :) ), but you keep blasting away at ethanol on various boards but I still haven't seen any better suggestions from you for sustainable fuel going into the future. There are absolutely supply-side issues with producing ethanol product for a net energy gain but things can be improved. What do you advocate? The only close second I can think-of is possibly bio-diesel?
