I've had a few minor incidences like that when I was younger, some moving, some not, but the basic estimate looks relatively fair to me, the labor rate on page b looks very low, but I live in the Boston area, so maybe where you are is lower in general... In any case, I've never had to pay a deductible for repairs when the other driver is cited, so unless there is some different insurance policy rule/law where you are, you shouldn't have to either. One option may be to have the other driver pay the deductible on the claim, see if he'd be willing to do that. It's more than he seems to want to pay, but way less than covering the whole repair. Oh, also I'm not sure if you're getting new OEM parts for the car at that price, but getting used could save you some money, maybe, depending on if you want to locate them yourself or if the shop is willing to do that. One of the shops I used dealt with that for me on a rear bumper, saved me several hunderd dollars and looked as good as new when they were done.
And one other thing: be happy that no one got hurt in the accident. Cars are easily replaced, people aren't.
