NOx emissions in MA

I just inherited a sweet 1986 Maxima GL (posted about it in "Other Cars" a while back).
Anyway, just got it up to MA from the south, where it was registered in Florida, which has no inspection it seems.
Passed inspection with flying colors, except for one test... it failed due to excessive NOx emissions. I believe it was 3.84, with a maximum allowed value of 3.00.
Anyway, the shop did a diagnostic and decided i needed to replace both of the car's catalytic converters at a cost of $750!!!
I did some googling, and it seems that generally, if you fail NOx, it's not due to the cats but maybe EGR valve or something like that. I didn't ask the shop about the thoroughness of their diagnostics... i will have to.
But assuming their assessment is flawed, what are my options? I don't want to spend too much money on this car, but I do want it to pass.
It was suggested to change the oil and run a tank or two of premium gas, which could potentially lower the emissions. Is that valid or just bunk?
Any other suggestions?
(ps. my 98 900s always passes :) )
