It works the exact opposite way you have it. In neutral it is idling, otherwise it wouldn't stay running. When in gear and the accelerator off, the fuel will be cut, under certain conditions. In my experience you're still better off being in neutral because being in gear slows the vehicle down so much that you need to hit the accelerator again before long. The exceptions would be steep hills, or intentional deceleration.
