One of my duties is to manage a 45-unit student computer lab which sees upwards of 40,000 logons a year. Two high-capacity HP printers handle the printing load for that lab. We use only remanufactured cartridges, which cost about 50% of new HPs and are much less than store-brand units.
There's a difference between "refilled" and "remanufactured" cartridges. Remanufactured cartridges replace all of the internal parts; refilled cartridges replace only the ink. You can probably get away with refilling once, but after that, the parts start going. In addition, we buy from a local supplier who quickly replaces any bad toner that we get, no questions asked.
So if you're careful as to what you're getting and where you're getting it, remanufactured is fine. For my home printer, however, it isn't worth the tiny savings to go with anything but new, name-brand toner (which I usually buy in bulk from auction-site sellers).
