Here in US they use some yellow plastic tabs that hook around the fuel pipes elbows when pushed into the tank.
Those tabs are included in the whole fuel pump assembly.
The bracket you mention, was superseeded (removed) when those plastic tabs arrived.
It is another repair kit brace out there that Saab have used and it works in a similar way holding the two elbows secured to pump assembly.
The part number for that bracket kit 12806113 $3.30
That bracket was issued due to that several Saabs were damaged at the assembly plant and one of the two hooks were broken off.
When you know what that bracket looks like, you could manufacture one yourself out of a strip of sheetmetal.
