Is this road tar? Should I do this?

I've seen advice about bird droppings and road tar. I know what bird droppings are. I used to think road tar was some abstract thing about hot asphalt splashing on to the car during road construction.
Recently, after a long trip on a 1 year old car, I noticed a few black spots. When washing it off, they just smeared. They did partially come off. I now think this is road tar. Correct?
How to get it off? Soap and rubbing gets 90% of it off. Rubbing alcohol is a miracle but I suspect it also gets the wax off, too. Is rubbing (isopropyl) alcohol ok?
(As a side note, I think there are regional variations in road tar. In the US southeast, there is light brown/yellow tree sap. In the northwest, there is more black spec/road tar and spiders but none of that yellow tree sap)
