OT: power steering issue, 2000 Honda Civic

Here's the situation. The car has 137k miles on it. Had the power steering fluid flushed, for the 2nd time in it's life I believe, back around 134k. Everything was fine until a couple of weeks ago.
I noticed that after sitting overnight, there'd be the tell tale power steering pump noise when starting the car. The noise you get when the system is low on fluid. It happens while cranking the engine over and for a bit once the engine was running. The noise would go away after anywhere from 3 to 15 seconds.
The fluid level was fine, but I noticed that it was a dark brown color - didn't look right. The shop where I had it flushed the first time agreed and flushed it again (no charge) and refilled. I have every reason to believe they used the official Honda PS fluid.
The noise remained. The PS pump in this car is extremely easy to replace, so I got a used one for $35 and put it in. Seemed great for a week, but this morning it made the noise again. Hmm.
Thoughts? I'm gonna check the fluid this afternoon to see if it's darkening again. It seems that the pump is starved of fluid when the car has been sitting for a while, and perhaps something in the system is causing the fluid to break down or be contaminated rapidly. I'm puzzled.
