the belly doesn't seem right with the large dark area. IIRC peregrines aren't quite that dark. However, that could be an immature one, that are normally darker. Can't find the right bird book at the moment to check.
There are LOTS of hawks around, and you have more out west than we do in the east. Some of them get pretty big. The one in the photo looks more like 25" or so and Peregrines are 15-20". Hard to tell size in that shot, though.
Size comparo: A peregrine is much bigger than a pigeon (which a falcon considers lunch), roughly the size of a crow, but has a sleeker frame and different shape.
Fun fact to know and tell: The peregrine is the fastest animal alive. They reach something like 220 mph in a dive, and when they hit another bird in flight they often do it with their talons balled up like fists. At high speed this knocks the other bird for a loop, then the falcon latches on with its talons and takes the prey to lunch.
Whichever bird it is, birds of prey rock.
