I had rust on my 15" steel rims from years of use and decided to do something about it this year. I bought a wire cup brush attachment for my drill and sanded down the rust (At least what I could) Then I spray painted them black with Rust-Oleum's "Stops Rust". The product claims to stop rust... Looks fine now and we'll see what happens over time.
Btw, I know the Saab dealer service manager from church and he told me that as long as they seal well and don't leak air they are fine and suggested that I sand and paint them. It's mostly for aesthetics.
