Like VTim said, nanotechnology is simply a term describing the scale on which something is based. It has no implication of there being "nanites" in my mind. I'm not an expert, but was exposed to some of the terms and types of work being done while attending undergrad (only a few years ago) as a Mechanical Engineering student. Basically, new technology is allowing for controlled production on very small scales, the nano scale ~ (10^-9 meters... TINY!).
Before I considered any gasoline additive, I'd like to know what it does, and how it does it, regardless of whether it's based on nanotech or not. Then, I'd wonder if it was really, truly, in the realm of nanotech, or if it's marketing. So, I'd not write it off based on the term nanotechnology, but be healthily skeptical of any "wonder" product, if that's how it's being presented.
