If the tire was a smooth surface, like a slick, your idea would have some merit. But tires have grooves and blocks for a reason. One is to shunt water and snow out the side, to improve that contact patch. The other thing the block design digs into the surface. The coefficient of friction comes in with sliding objects. But those tire blocks are the equivalent of little ice axes grabbing on and digging in. Now we're into the complexities of crystal-to-crystal slip angles. But there is a big difference between sliding over the snow on a smooth tobaggan, and stopping by digging in your heels. The greater the contact patch, the more of those blocks that can dig in.
If the tires were smooth, then it would be a simple friction coefficient equation. And that's why there aren't any slick snow tires.
