That's one word for it. It's what our team's been primarily concerned with for the last week and a half, which is about how long Microsoft's been trying to deal with it. Their bottom line advise is between the old date and the new you should include the exact time and date in the header of any appointments you make in your Outlook app.
The rule is any Windows OS prior to Vista needs a patch which is included in Microsoft Updates. Then there's also a tool for modifying dates in Outlook which apparently has it's own timekeeping mechanism. Outlook versions prior to 2007 need this. They should be applied in that order and a close as possible to each other.
BUT!!!
If you're on a corporate system with Exchange servers you should hold off on the Outlook patch (but do run the OS patch) because another solution happens on those servers and the two don't mix. Best to wait for your admins to announce what the corporate plan is.
A 'mini Y2K'? Maybe, we'll see. I see the potential for chaos but I'm not sure it'll be on the scale of the Y2K bug.
Patch your Winders! And choose 'Microsoft Update' as opposed to "Windows Updates' as that catches many applications as well as the OS.
