I disagree with that. I traveled all over Europe for several months and had difficulty located reliable reasonably priced internet as I was always new to each place. Locating internet can waste lots of time when traveling. I took a cellphone on European GSM frequencies and used a callback service. Sure the calls were slightly more expensive, but the convenience was worth it and it actually works out to be the same cost as cell service in the US excluding all the free in-network, weekend, etc. minutes.
All that said maybe Skype is the best VOIP service to use.
