as the truck is driven. 70 mph of wind has a way of eroding snow. But there's still a layer that doesn't get worn down.
The problem is when that layer sits in the sun and melts a bit, then refreezes. Then the vibration of driving causes cracks in the snow/ice, which may only be a couple inches thick. Wind gets under it when the truck is driving and works its way, aided by vibration, until a piece breaks off.
It is certainly dangerous, but fatalities or even accidents caused by this are evidently pretty rare or states would have some laws about it. I give trucks a lot of room anyway, but more in winter when stuff's likely to fly off the roof.
