Sure, you're not the only people, but...
In your case, they disclosed that the part had been damaged, and refunded your money. Yes, it cost you in money-order fees, but they didn't get ANY financial bonus by telling you (honestly) that the part had been damaged. So, from that, I learn that they are honest folks who wouldn't send a damaged part. As for the Credit Card thing, maybe they only recently started accepting them? Or maybe their policies change? I have serious beef with the cost of money orders in general. I would not direct my displeasure in that respect towards a (seemingly) honest parts suppliers.
So, having learned that they would notify a customer, prior to shipping, that a part had been damaged, then your GF's landlord's part must have been damaged in shipping. Maybe they didn't pack it right that time?
At any rate, things happen. Some are under our control, and others are not. I have a feeling that Elite Foreign Auto is in the business of making a living. If everyone had the same experience as you, they wouldn't still be doing it. I'd give them the benefit of the doubt.
As for Todd Butler, I agree with Oscar. Do you know that your part got back to them? If you didn't receive a part from them, you probably would demand (rightly) that you don't end up paying for it. Is it odd that they have the same policy?
Disclaimer: I do not work for, and have never conducted business with Elite Foreign Auto. I have been burned on long-distance auto parts transactions (wrong parts, delays, etc.) It's a risk I take. If I want risk free, I have to be ready to pay for that. (And still recognize that there is no such thing as "risk-free.")
I hope I didn't come off too pointed in this post. I only wanted raise some questions.
