The 9000 has it by the steering wheel. I think the 9-2 has it by the steering wheel too, and the 9-7 has it between the seats.
The reasoning for moving it to the "floor" way back in the day was, if I recall correctly, two-fold.
1. To provide the ignition lock to the transmission, rather than the steering.
2. To remove the key from the area where your knees might be injured in the event of an accident.
I learned to drive a stick in a C900. To this day, I put any car I'm driving into reverse before I remove the key... because that's how the central ignition cars trained me ;o)

A few inches I can handle... it's the 90 inches since Thursday just up the road that's got me wishing I was skiing! And to think we're still behind average precip...)
