there's buildup on the bottom of the heater tank, pinholes in the glass,
the anode is shot, etc., etc.
13 years is a good run.
Get a new heater.
Install stubs about 12" long on the top of the tank for the new lines.
Drain old tank and cut off the old tank lines, remove old tank, line up new tank, cut stubs to fit connectors to lines, and sweat the new stubs into the connectors.
It generally takes about 30 minutes or less to install a new tank if you do it this way.
Hopefully the gas lines line up or you'll have to do some gas line work but make sure you use a union and NO pipe dope on the union fitting.
Some codes require a licensed bonded plumber to hook up the gas line but it's up to you to make sure you use the same pipe dope or teflon (there's a different teflon tape for gas lines) if you have to change length of gas line.
