This is first step to mandatory gps based systems in cars. Once this becomes coming it will be mandatory. It will be used for measuring speed and other violations and billing you for road use based on miles driven and time of day.
States are already experimenting with conventional cell phones to measure traffic volume and speed to suplement trafffic sensors in roadways. First step to monitoring you personally. Here is one example of such found online at this source (http://www.wpr.org/news/newsheadlines.cfm). So clearly carriers are allowing the data to be tapped into track you (might be anonymous at this time but who knows).
The state is testing whether cell phone signals in cars traveling between Madison and Waukesha can help measure traffic speed. They’re also using GPS data from trucks traveling between Milwaukee and Green Bay to determine how fast traffic is going.
