That's not exactly so... I have dozens and dozens (119, to be exact) of HP and Dell machines sitting on my network, and the vast majority of them came with both "System Restore" (drive image) CDs as well as core OS-only CDs. The OS-only CDs were/are always a special request item with Dell and HP, but if you tell them you want one when you order the PC, you pretty much always get it.
The reason why manufacturers don't like to give the OS-only CDs out is half because of Microsoft's licensing, but half because you get less-than-talented people trying to reinstall their computer using a base WinXP CD and are baffled when things like video cards, NICs, sound cards, etc. don't work. When it was new, XP supported most everything out of the box, but that was half a decade ago, and most hardware support isn't included with even XP SP2. Trying to explain to most users they have to visit half a dozen manufacturers' websites to get drivers and then figure out how to install them is a headache Customer Care doesn't need.
That said, if you know what you're doing and want to reinstall, just call up HP and request the CD. I did that just last Thursday for one of our employees who blew up her laptop... A ten minute phone call to HP got the restore CD ("drive image") ordered, and it'll be here tomorrow.
