I bet if you DIY you can get that $2500 number way down.
If the engine and prop are good, go for it. If they are long in the tooth, well, it might not be a good idea.
Only you know the boat for sure.
I like another poster's idea of buying a boat that is several years old to save $ and avoid depreciation. That might be the way to go if you are not into DIY.
There is a show called 'Ship Shape TV' where this dweebish guy goes over boat repair, maintenance and upgrades. You might want to catch a few episodes.
