crawl space ventilation

I just put $ 4,500 into having the crawl space under my basement sub floor de-molded, painted and a liner installed. Fantastic way to spend hard earned money, I'll enjoy it every time I look down there.
Now for the part I'm seeking advice on. These crawl spaces use a ventilation fan to move bring in fresh air - the fan is turned on and off by a humidistat located in the crawl space. But at night or on a rainy humid day the fan could still be running, it's dosn't sense the outside humidity, just the level in the crawl space.
I'd like to have the fan run only if the outside air is below a certain humidity, and the inside air is above a certain humidity. I'm not sure buying another humidistat, wiring it in series and placing it outside would work - as I want current to flow when the humidity is below a certain level for the outside sensor.
Sounds like I would need some sort of programable power switch, does anyone have any suggestions,
