That seems like a lot of food. But it depends on the size of the cat. They only eat when they're hungry generally, so if he's not eating the full amount, he's just not hungry. Follow what the package says for amount. Also if he's a shorthaired cat, he'll seem a lot skinnier than if he were a longhair.
I have a 12 year old that was getting too fat with just 1 cup a day (dry food her whole life). So I cut down the amount a little and switched to Science Diet "light" or whatever they call it. She lost the weight and now she's back on the normal food, but with a little less. At her fattest, she was about 14 pounds, now down to 12.
