That looks like a bolt head stuck in the tread. Here's a simple scenario for you -
You pick up the bolt, causing a slow leak. As the tire pressure falls, the sidewalls begin to flex more than normal, which builds up heat. The fibers in the sidewall are not only flexing well more than designed for, they are doing it in an overtemperature situation. One section fails, creating even more flex, and the sidewall 'unzips' in a second or two.
And if that isn't a bolt, if the tire had a slow leak and the pressure was low, the extra flex and temperature will kill it.
I was following a Maxima into work one day, and we weren't doing more than about 25 mph. I saw a left rear tire basically flat. The bottom of the tire has the sidewall bulging out, then straightens up as that point rotates up. I actually saw smoke from the tire before the entire tread separated. And this was at a whopping 25 mph. The stresses on a tire at 75 are probably 10 times higher.
Will Goodrich replace it? They could easily claim you were running your tire pressure too low, and you'd have no way to claim otherwise. And if you bring it in with a hole in the tread, well, that doesn't exactly fall under most warrantees. Now, if you have a road hazard guarantee, that's different.
