Police tow car and break transmission

Thanks for the help about the out of state driver's license (a few threads below). I waited to ask this because people are more important than things (cars).
The police said (paraphrased) "you have an out of state license plate when you should have a California one. Therefore, your car is illegal. It cannot be driven. It can't even be parked while you get a license plate. It must be towed."
Unfortunately, it's my wife's old car and not a Saab, like mine. They didn't use a dolly even though the police checked that box on the form. (will they insist they used a dolly?) They broke the transmission causing it not to upshift to 3rd gear. The bill was $1800.
Anyway to get reimbursed? The garage fixing it said the tow caused it but won't write it on the receipt because he said he didn't want to waste a day in court testifying.
