two kinds of personal experience--long

First, I'm a professor at a small, regional, state university. Each year, about 20% of the freshmen students in my courses declare that they are pre-med; in 20 years of teaching, five of those students actually attempted to go to med school, and two actually did. Odds that your daughter will change course are extremely high. For that reason, I would encourage her to select a college where she feels comfortable and happy, both of which will contribute more to her long-term success than the name of the school.
Second, my son is a fourth year med student at the University of Oklahoma, so I can speak from his experience.
1. Med school admission is based more on MCAT scores than on any other criteria; top-tier medical schools (Harvard, Hopkins, etc.) require a near-perfect MCAT score for consideration. State-run medical schools usually have higher admissions criteria for out-of-state students than for in-state.
2. State-run medical colleges almost always give preference to in-state students because their mission is to train doctors for their state; OU, for example, has only one or two out-of-state students each year, and most of them have Oklahoma ties.
3. Because of its state connections, OU is obligated to take students from a variety of schools around the state. Going to a small, regional college like the one I teach at can actually increase a student's chances of acceptance because fewer students from the regionals apply to med school.
4. Most med schools, according to my son, have minimal admissions critera (a science-course GPA of 3.5 and an MCAT of 8, for example). If a student meets the minimum, she gets an interview. Acceptance is connected on how well the student interviews and on what kind of non-academic experiences she can bring with her (such as jobs, time spent shadowing physicians, etc.). My son, for example, had a BA in Communications and three years experience as a claims rep for State Farm when he decided to try for med school; those two unusual experiences served him well during the interview process. Of course, if you MCAT is 12, those interview and background criteria are far less important than if your MCAT is 8.
Good luck to your family.
