is that your setup?
If so, then on the piping supplying boiler htg to the water heater, there would be a control valve to limit the maximum potable hot water temperature. I'd look first on the pipe leaving the water heater, although it could be on the supply.
However, you question a thermostatic mixing valve, so that could be on the potable water coming from the heater, mixing with cold potable water, and then this "mixed" potable hot water is distributed throughout the house. If so, then this actually has nothing to do with the water heater.
There should be a dial on it to set the temperature, two pipes coming in, one pipe leaving. These often see scale buildup on the thermostatic element that requires cleaning with a wire brush (maybe soaking first in vinegar overnight?).
