You have several options here, depending on the state you live in. The easiest thing for you to do, since it is your phone and not his, is to tell the person to put this phone on the do not call list. Debt collectors have to follow the same laws as telemarketers (that is all they are anyway), so they have to put the phone number on the list, especially since it isn't his phone. Now, if it were his phone and it was the company he owes the debt to calling him that is different. But if it is a third party, you can tell them that and they will have to stop calling the number. If they continue to call after that file a complaint with the FCC and your state attorney general.
As far as your buddy goes, he needs to deal with this asap. Depending on the amount of the debt, and after you tell them to put the number on the list, they will contact the actual company and tell them they can't collect it and then they can take whatever legal action they choose. If it is a small debt, they will most likely write it off and report it on his credit report.
