One way of looking at this is the number of teeth on the sprocket are directly related to the circumference--even spacing of the teeth. The diameter is directly related to the circumference. Your wheel is 14 inches in diameter, that means the sprocket on the wheel axle can't be larger than 14 inches. Using your ratio of 71:1, that means the sprocket size on the motor axle is going to be around 0.2 inch in diameter--not very large to get a reasonable tooth size on something this size. You will probably need a two stage reduction set, i.e., two sets of sprockets and chains with an intermediate axle to achieve what you want.
