I work for a large private university and am often involved in student withdrawals from our institution. Technically there are rules governing when a student can be refunded tuition, and how much can be prorated, etc... but in a case such as the one ChipJ detailed, I would be much more inclined to do a "retroactive drop" of the student's classes, effective to the first day of the term. At my institution this effectively makes it look like the student never attended, dropped within the prescribed add/drop period, and all tuition charges are wiped off.
Occasionally we'll let the tuition charges stand if the student advises us that s/he will take an incomplete grade for the time being, but eventually return to complete the courses.
It's one thing if a student negligently skips classes - I have no problem with Student Accounts smacking them with a huge tuition bill. But in the case of medical/family emergencies and honest mistakes... some sensitivity needs to be applied to the situation.
My advice would be to get in touch with the institution's Dean of Students and see if they can work with the Student Accounts office to see if the courses can be removed retroactive to the beginning of that term.
