Sounds like another one of those stupid laws just so politicians look like they're doing something. What a waste of time to come up with and enforce such a law. I wonder if they've noticed that almost all BMW and MB's, as well as many, many other car manufacturers have started using bladeless keys, for example the Saab 9-3. I know most of these bladeless things still have a blade hidden in them somewhere, but honestly, who is going to go anywhere other than their dealer for a new key?
