I am assuming that the original wiper arms were painted flat black. I would just remove them - flip the cap and unscrew the bolt and wiggle them off. Then, remove the rubber wiper blade. Wipe them down with acetone, spray the metal arms with something like Rustoleum flat black paint and bake them in the oven on tin foil at 250 for 10-15 minutes. You may have to do each side seperately. If you don't like flat, then try a semigloss black paint... Good luck
