There's European Delivery (ED), whereby one purchases a US spec car *for use in the US* and takes delivery of it in Europe, and Saab ships it here, and then there is International and Diplomat Sales (IDS) whereby one purchases a Saab specced for another country, *for use in that country*.
IDS is designed for folks who will be abroad (from the US) for an extended period, and need a car. So if you were being posted to Sweden for 3 years, you would go to your Saab dealer and buy an IDS car (a Swedish market car), and pick it up when you get there.
The reason Saab suspended European Delivery is probably the cost to Saab.
Once could transport a US car to Europe, but to get it registered there, you'd need to change the headlights and speedometer, at the least. A US car will run on the gas they sell there (it's almost all unleaded these days). I don't think one could maintain the US registration over there...
