They seem very complete and buttoned down, but think about it. How do they get info on whether you've been in an accident? From an insurance company - why would they divulge that? From an auto body shop? Nope. From a state DMV? Most accidents aren't reported to the state, and don't need to be (in CA there's a dollar limit that triggers a DMV report). And even if an accident is reported, there's no indication of how serious it really was, whether the damage was properly repaired and by whom, etc.
Here's a perfect example of how the system doesn't work. My buddy had a 9-5 that had been rear-ended TWICE, sustaining major damage each time. End of lease, he gives the car back to Saab/GMAC. A few weeks later on a whim he puts his VIN into Google, and guess what - he finds his car on a Saab dealer's lot some distance away, as a CPO! So in other words it went to auction like any other car, was purchased like any other car, given a mop and glo and put on the dealer's forecourt. Any mechanic who put that car up on a lift would have noticed in 30 seconds overspray, new parts, tweaked unibody lines, etc. Or at least one would hope so.
