On every car I've ever owned, the fuel pump runs as soon as you turn the key to ON, for about two seconds. Most people don't notice because they are probably already cranking the engine by then. Fuel system stays under pressure, but it's expected that the pressure drops over time, and that's why the fuel pump runs when you turn it to ON. I don't think it's unusual to have longer start-up times, especially as a car ages. IMHO, I don't think it is fuel-related, though. If you let it sit at the ON position to fully pressurize the fuel system, and then try cranking, does it get any better? I have a 91 Acura that experiences slower start-ups, but I just assumed it was electrical; battery or starter related. (Whacking the starter a few times with a sturdy hammer has fixed starting issues for me before! I hear it helps the electrical contacts.) Let us know what you find! Good Luck,
