Car for #2 daughter

My younger kid will start driving before long and I'm going to start looking for a car for her. We live in a rural area and having a car is necessary for work, as well as "social" uses. We know there is a likelihood of accidents and my wife and I prefer those to happen in something other than our cars.
We got #1 daughter a '95 9K CS from a friend and that has worked out well. I'm debating a 4th Saab for #2 kid, but not sure I want to bring another used Saab up to snuff so I don't have to spend a lot of time maintaining it. Good 9Ks are getting hard to find. Don't know much about the older 9-3 series or NG900s. Would kinda like something I wouldn't have to spend much time maintaining. I'm figuring on spending a max of $3-4K, including upfront repairs.
But at the same time I want something durable, safe and good in winter. What are some thoughts here? I can think of a number of makes and models, and I'll even consider Japanese (much as I don't really like their cars all that much) but am interested in opinions from here.
