As the others have said, it all depends.
I've gotten full maintenance records from some dealers, a stony look from others. I have to believe that they SHOULDN'T provide that information - I know I'd be upset that someone gave that info out.
It also depends on where the car was serviced. Let's assume the car was always serviced at the dealer. That particular dealer will have those records. But another dealer probably only has access to warranty work. And oil changes done by an independent shop won't show up.
I would expect that if you know the dealer that serviced the car, and you were buying the car from a seller, the seller could provide permission. If the car was a lease car servcied locally, maybe the dealer would provide the PO address and you could request permission. But if the car wasn't serviced at that dealer, they probably don't have much beyond warranty work.
