Any reputable rim refinishing place should be able to guarantee their work. There aren't any wheel painting trade secrets among manufacturers as far as I know.
I saw the pics, are the scratches deep enough to go through both the clear and the base coat or is the clear just scuffed a bit? I couldn't tell. If the clear is just scuffed, you may be able to just buff the scratches out--clear is usually pretty thick. Or perhaps your wheels aren't clear coated?
