I'm not sure what you want to accomplish exactly, but you should be able to handle this in a variety of ways. My first thought is to do a clove hitch to the pipe, and a rolling hitch to the rope. The rolling hitch is a clove hitch with an extra loop around the rope you are tying to. I trust google has lots of references to the clove hitch as it is one of the basic knots. The length is easily adjustable by relaxing or opening up the clove hitch, snugging the rope and then retightening. Hope that makes sense.
You could probably do this with two half hitches on both the rope and pipe. If you don't want it to slide around you can do extra loops around the rope and/or pipe.
Not really sure what you want to accomplish. If the rope-rope connection must not move then a loop in the perpendicular rope might be a good idea.
