I can't tell from your post what part of the car was painted with Rustoleum flat black.
As far as the paint tray and roller technique, You're probably referring to the late model Corvair. He did a great job, but every bit of trim was removed. I believe he rolled on Rustoleum gloss enamel, something like 7 coats. Very work intensive, and he admitted so himself. It all depends on how you want the car to look and how much work you want to do. I wouldn't do the sanding and clearcoat idea, however. You'll create bare spots with sanding, especially at curves. If it doesn't look bad, consider leaving well enough alone.
