https refers to SSL security. SSL allows you to create an encrypted data connection between the server and the client. However, it does nothing to control who gets to connect and who gets to see what data.
Access to data can be controlled in one of two ways. One way to do it is to build an application that controls usernames and passwords. Once a user logs in and is verified, they get access to the specific data the application will provide them. This application based control is not based on the server's capabilities.
Another way to control access is through the OS security. This can be done on *nix servers. Most quality hosting firms will provide you with a control panel that give you the ability to secure directories. However, this security generally allows broad access to the contents of a directory once authorized. This capability is generally not available with Windows hosting because of the way Windows handles security (as part of the OS security and not just for the web server).
SSL security is robust. *nix directory security is as safe as you make your passwords. Application security is strong if the application builder knows what they are doing.
