Same thing happened to my wife two weeks ago. The tire and wheel were destroyed, and she lost a wheel cover. Like you she had snows on steel wheels. I was able to pickup a used wheel and a new tire for less than $200 (the other snows were new this year). The wheel cover was $20 so I just wrote it off. However a couple of years ago I hit a pothole with my 93 cv and did a lot of suspension damage. It was on a state road. I did some research and it looks like you may be able to collect from cities and towns but not the state. And the law does not cover tires. My insurance company paid for the suspension repair (less the deductible) The other problem was I had to go through the appeal process to avoid the Mass insurance sur charge. The bottom line is I don't think you will get anywhere with the state.
