You can often fix them if they aren't too bad. Get a big "C" clamp and pull the cailper off. Use the clamp to move the piston back and forth-step on the brake to move it in the other direction (use the clamp to stop it from moving too far). Work it back and forth until it moves smoothly. A little lubrication around the piston helps. Usually the act of putting new pads and rotors on moves it enough to free it up sufficiently. A new caliper is the ideal, but this technique will usualy buy you at least a year or two, maybe longer. I wouldn't wait too long. A stuck caliper can get the brake fluid so hot it'll start to boil. Or the wheel can lock right up--no fun at highway speed in the rain.
