Shouldn't really matter - you'll need to confirm this with the DMV, but you should be able to just fill out a Statement of Facts and an Application for Duplicate Title to get things taken care of. There is also a process for a Low Value Vehicle registration, but IME this is additional paperwork and most DMVs don't want the hassle. You may be told that you need to lien sale the thing to yourself/your neighbor, but this doesn't apply to random individuals, only professionals. A fair number of DMVs are poorly informed about this and make inaccurate recommendations.
I'd start with a download of SOF and ADT from the DMV website, fill them out, and take them to the DMV. That's probably all you need to do - just be clear on the SOF that someone gave you the vehicle sans title, you can't find them, and now want to put the car on the road. You will be liable for x years of back fees, which is probably several hundred dollars UNLESS the PO had the foresight to non-op it.
I would try and get the thing smogged first, so when you show up with your forms and the smog report, you're done and don't need to go back to complete the registration.
