The Japanese embraced Deming and got exactly what Deming said they'd get: quality and long term customer loyalty. The Americans did not embrace Deming and got exactly what Deming said they'd get: poor quality and customer base erosion.
It doens't really matter what the Americans are doing now (and I seriously question suggestions that their cars approach Japanese reliability, particularly viewing what GM Saabs tend to do). But, again, that's not the point. They have a longstanding reputation for poor quality that will take many years of outstanding quality production to reverse - and I don't see it happening. The deservedly lost their customer base and it will take decades to get it back.
