I imported a 9000 from the south east. It has passed smog without even the slightest problem in my county every time, which is every other year. (There are different smog levels based on location in the state, I don't know if Monterey is the most stringent or not).
I didn't know that Saab made CA cars and 49-state cars. Could you please elaborate on the 49-state statement you made?
EGD is correct, though, that as long as the cars meet emissions tests (they should, if they're running well), and pass a quick visual inspection (are the vacuum lines intact, is the exhaust in one piece, etc.), then you can register the cars without any problems.
When I brought my car in, the only funny thing was that the DMV needed a smog certificate in order to register the car, and many smog shops *think* they need a CA-registration in order to process a smog check. In fact, the smog check shops should know that they can enter the car in the "system" without a registration. Then, the DMV can process the registration.
