My new 2009 9-3 SportCombi has it (there's a light on the dash that looks like the bottom of a tire.) One week after I bought my car, the light came on and the message "low tire pressure" showed on my SID (including a diagram showing which tire it is.) I checked the tire, and, sure enough, it had 29 psi in it. I filled it to 36 psi, and the message went away.
According my owner's manual, it's triggered if the pressure is more than five psi below the recommended pressure. I don't know how it works, but it does on mine. I had a dealer loner car for a day a couple of months ago while my car was in for service, and it was on on that car (a 2009 9-5). The dealer said they were waiting for a new sensor they ordered. If i'm not mistaken, the dealer said the sensor's in the tire itself, in the valve stem.
My dealer also told me that as of the 2008 model year, the tire pressure monitoring system is required of all cars sold in the US.
