After reading your post yesterday I searched to see if any of the other GM brand sales were also "Binding Agreements". Unfortunately, the Koenigsegg deal was described using the same terms.
Saturn was a Memo of Understanding. Opel was a non-binding agreement. HUMMER is still in the approval process with the Chinese Government and I couldn't find evidence of this being identified as a Binding Agreement.
The Koenigsegg deal was described as a binding agreement contingent upon approval of the EIB loans - loans which were never approved. Since the Swedish Government has approved loan guarantees for EIB loans (loans which still need approval) it appears the sale to Spyker is one big step closer to completion than the Koenigsegg deal - but not final yet.
